 On March 13, 2019, the Veterinary Bureau of the Ministry of Agriculture and Rural Affairs released the "Medicine Feed Additives Exit Plan (Draft for Comment)", which means that the current 26 kinds of pharmaceutical feed additives will soon become history! In addition to traditional Chinese medicine, there will be no other growth-promoting feed additives in the feed.

 

 


 Let's review some historical nodes of the gradual withdrawal of growth-promoting pharmaceutical feed additives:

 

 

1. In 2001, the Ministry of Agriculture and Rural Proclamation No. 168 issued the "Specifications for the Use of Feed Drug Additives", which is the first step of the binding document on the management of the use of pharmaceutical feed additives, which specifies 33 permitted "medicine" products.

 

2. The Ministry of Agriculture Announcement No. 220 of 2002 is a supplement to the Announcement No. 168, "Specifications for the Use of Feed and Drug Additives", which is mainly aimed at the regulations that the farmer entrusts the feed factory to process and produce medicated feed.

 

3. 2011 Ministry of Agriculture and Rural Affairs Announcement No. 176 "Category of Drugs Prohibited from Use in Feed and Animal Drinking Water", which announces 40 species, including 7 adrenergic receptor agonists, 12 sex hormones, and 2 anabolic hormones , 18 kinds of psychotropic drugs and various antibiotic filter residues.

 

4. In 2015, Ministry of Agriculture and Rural Affairs No. 2292, decided to stop the use of four kinds of veterinary drugs, including lomefloxacin, pefloxacin, ofloxacin, norfloxacin in food animals.

 

5. In 2017, the Ministry of Agriculture and Rural Affairs No. 2428 announced that it was decided to stop the use of colistin sulfate for animal growth promotion.

 

6. In 2017, the Ministry of Agriculture and Rural Affairs "Announcement on the Release of the" Catalogue of Feed Additive Varieties and Use Specifications "(Draft for Comment)", 33 types of the original 168 announcement types were changed to 26 types.

 

7. In 2018, the Ministry of Agriculture and Rural Affairs announced No. 2638, and decided to stop the use of three kinds of veterinary drugs, including olaquindox, triamcinone, and roxarsone in food animals.

 

8. In 2019, the Ministry of Agriculture and Rural Affairs released the "Regarding the Exit Plan for Pharmaceutical Feed Additives (Draft for Comment)", in which there are 3 time nodes to note:

 

January 1, 2020:

 

(1) The quality standards of all growth-promoting drugs and feed additives except traditional Chinese medicine are abolished, and production ends on January 1, 2020;

 

(2) Before January 1, 2020, the China Veterinary Drug Administration organized and completed the revision of quality standards for varieties that promote growth as well as prevention and control, anticoccidial and Chinese medicines.

 

July 1, 2020:

 

(1) The feed production enterprise shall stop the production of commercial feed containing growth-promoting pharmaceutical feed additives; complete the change of the approval number of "Veterinary Drug Additive" to "Veterinary Drug Word";

 

(2) Effective July 1, 2020, the former Ministry of Agriculture Announcement No. 168 and No. 220 shall be abolished.

 

End of 2020:

 

Produced and imported growth-promoting pharmaceutical feed additives; and the circulation of commercial feeds with added pharmaceutical feed additives by the end of 2020;

 

However, the withdrawal of "Pharmaceuticals" does not include the withdrawal of all pharmaceutical feed additives from the historical stage. The consultation draft clearly stated that "except for traditional Chinese medicines", which means that only the traditional Chinese medicines will remain in the "Pharmaceuticals" after 2020 ... …

 

Annex: Drug feed additives withdrawal plan (draft for soliciting opinions)

 

In accordance with the deployment of the National Action Plan for Bacterial Resistance (2016-2020) and the National Action Plan for Bacteria Resistance of Animal Sources (2017-2020), in order to maintain the safety of animal-derived food and public health in Decided to implement the withdrawal plan for pharmaceutical feed additives. The relevant matters are announced as follows.

 

1. Withdraw all varieties of growth-promoting drugs and feed additives except traditional Chinese medicine. From January 1, 2020, the quality standards of all growth-promoting drugs and feed additives except traditional Chinese medicines will be abolished, veterinary drug production enterprises will stop production, imported veterinary drug agents will stop importing related veterinary drug products, and the corresponding veterinary drug product approval numbers and imports will be cancelled. Veterinary medicine registration certificate. The related veterinary medicine products that have been produced and imported before can be circulated until the end of 2020.

 

Second, feed production enterprises stop producing commercial feed containing growth-promoting pharmaceutical feed additives. As of July 1, 2020, feed production companies have stopped producing commercial feed containing growth-promoting pharmaceutical feed additives. The commercial feed that has been produced before can be used in circulation until the end of 2020.

 

3. For varieties with both growth promotion and control purposes, revise product quality standards, delete growth promotion purposes, and retain only control purposes. Before January 1, 2020, the China Veterinary Drug Administration organized and completed the revision of quality standards for varieties that promote growth and preventive use.

 

4. Change the management method of anticoccidial and traditional Chinese medicine feed additives, no longer issue the approval number of "Veterinary Drug Addition", and change it to the approval number of "Veterinary Drug", which can be used in commercial feed and breeding process. Before January 1, 2020, the China Veterinary Drug Administration organized the revision of quality standards and label instructions for anticoccidial and traditional Chinese medicine feed additives.

 

Fifth, before July 1, 2020, complete the change of the approval number of the corresponding veterinary drug product "Veterinary Drug Addition" to "Veterinary Drug".

 

Sixth, from July 1, 2020, the former Ministry of Agriculture Announcement No. 168 and No. 220 were abolished.
