Feng Zhongwu, director of the Veterinary Bureau of the Ministry of Agriculture and Rural Affairs, said that all pharmaceutical feed additives will be withdrawn in 2020. The Ministry of Agriculture and Rural Affairs has also recently announced the implementation of a pilot action to reduce the use of veterinary antibacterial drugs, and clarified the timetable for reducing and limiting resistance at the breeding end. What impact will this have on the feed industry and the breeding industry? In 2020, all pharmaceutical feed additives will be withdrawn, and the breeding end will enter the era of resistance reduction and resistance limitation. How much impact will this have on the breeding industry?

It is reported that at the China Feed Development Forum held recently, Feng Zhongwu, Director of the Veterinary Bureau of the Ministry of Agriculture and Rural Affairs, said that all pharmaceutical feed additives will be withdrawn in 2020. At the same time, the Ministry of Agriculture and Rural Affairs issued a notice on the pilot work to reduce the use of veterinary antibacterial drugs in 2018-2021, and clarified the timetable for reducing and limiting resistance at the farming end.

The feed-end "forbidden resistance", the breeding-end "reduced resistance, limited resistance" has been set, what impact will it have on the feed industry and the breeding industry?

"Forbidden resistance" on the feed side and "Reduced resistance and limited resistance" on the breeding side

Recently, according to the report of Muyin, at the China Feed Development Forum, Feng Zhongwu, Director of the Veterinary Bureau of the Ministry of Agriculture and Rural Affairs, said that in recent years, the pass rate of veterinary drug product quality supervision and sampling has continued to increase, from 93.37% in 2013 to 97.46 in 2017 %. The pass rate of monitoring of veterinary drug residues in livestock and poultry products continues to be high, and the pass rate of sampling inspection of veterinary drug residues in the past 5 years has been around 99.7%. However, the situation of drug resistance of animal-derived bacteria is grim. The antimicrobial resistance shared by humans and animals increases, threatening human medical resources. The antimicrobial resistance of animal-specific antimicrobials increases year by year, affecting food safety and public health safety. Feng Zhongwu also said that all pharmaceutical feed additives will be withdrawn in 2020.

Link: Drug feed additives are veterinary drugs that can be added to feed, and their essence is still veterinary drugs. At present, in addition to antibacterial drugs, some pharmaceutical extracts also contain some plant extracts.

According to industry analysis, the type and name of "drug feed additives" may no longer be retained in the type of additives. Antimicrobial medicines and feed additives are included in veterinary medicine management and are no longer allowed to be added to feeds; plant extracts may be classified as feed additives and can still be used in feeds.

In addition, the Ministry of Agriculture and Rural Affairs has recently issued the "Notice of the General Office of the Ministry of Agriculture and Rural Affairs on the Pilot Work on the Reduction of Veterinary Antimicrobial Use". The Ministry of Agriculture and Rural Affairs decided to carry out action to reduce the use of veterinary antibacterial drugs, and organized the formulation of the "Pilot Work Plan for the Action to Reduce the Use of Veterinary Antibacterial Drugs (2018-2021)" (hereinafter referred to as the "plan"), and confirmed the 2018 The number of pilot farms for veterinary antimicrobial use reduction action in 2016.

That is to say, before the end of 2020, pharmaceutical feed additives will disappear in the feed, can no longer be used in feed production, can only be used on the breeding side. At the same time, the "plan" formulated by the Ministry of Agriculture also clarified the timetable for reducing and limiting resistance at the farming end.

Problems that may arise from a comprehensive "feed ban"

According to Professor Zhang Yongliang of South China Agricultural University in an interview some time ago, although "reducing resistance / substituting resistance" in animal husbandry is a general trend, at the current stage, if the "feed ban" is fully implemented, he believes that it may cause the following problem:

First, the production level of the aquaculture industry will decline, and the cost of aquaculture will increase significantly;

Second, the absence of antibiotics in feed may cause a large increase in antibiotics used in the treatment of farming sites. The total amount of antibiotics used in animal husbandry may not decrease in the early days of "feeding resistance".

Therefore, at this stage, on the one hand, we should explore and reserve "reduced resistance / anti-antibody" related technologies to prepare for a comprehensive "forbidden feed resistance"; on the other hand, we should use antibiotics rationally and scientifically according to laws and regulations. Strictly combat the abuse of antibiotics, thereby reducing the harm caused by antibiotic abuse.

What effect does the forbidden resistance have on the aquaculture industry?

Recently, Wang Yizhi made an article saying that "Forbidden Resistance" has entered the countdown, and this policy will affect the six major areas of the industry:

1. The survival of some companies

If 2020, the addition of "pharmaceutical feed additives" is no longer allowed in the feed, which means that this part of the business of the production enterprise will be unsustainable.

2. Design of feed products

In the past, many formulators were keen to study anti-diarrhea drugs and compatibility. From now on, everyone's product design ideas have to change a lot.

3. "Resistance" products usher in historical opportunities

Many companies have long been tempted by the huge business opportunities of policies restricting the use of antibiotics, and began to deploy early. Now, the Ministry of Agriculture and Rural Affairs has given a timetable for prohibition, limitation and reduction of resistance. Then, the cost problem is not the biggest problem, and there will be a big breakthrough due to policy.

4. The practicing veterinary system will be accelerated

It is relatively easy to forbid resistance in feed, but it is not so easy to forbid resistance and limit resistance at the breeding end. Therefore, this year, the Ministry of Agriculture and Rural Affairs has started pilot reduction in 100 farms every year starting this year. Expect to accumulate experience in this way. If it is only forbidden in the feed, and it is not controlled at the farming site, it is actually a very big mouth. Therefore, it is urgent to accelerate the practice of the veterinary practice system. Only in this way can the abuse of antibiotics be controlled.

5. Farms pay more attention to environmental hardware investment

At present, the cost of using antibiotics is low, but the threat to human health is also great. Therefore, the voices of forbidden resistance and restricted resistance from outside the industry are very high, while those in the industry are mainly promoted by substitute companies. In fact, China's aquaculture industry is indeed suffering from epidemics, and the country has become the most complicated place for animal epidemics in the world. With the improvement of farming concepts, coupled with policy restrictions on antibiotics, the two forces will definitely push farms to increase their investment in environmental hardware.

6. "No anti-meat products" has become a new marketing point

First, the country is promoting economic kinetic energy conversion and supply-side reform; second, consumer demand upgrade; third, the country's restrictions on the use of antibiotics; fourth, companies want to make more profit through product upgrades.

These four factors are brought together at such a historical moment, and they will definitely focus on the concepts of "non-resistance meat" and "ecological meat". At present, the production capacity of China's breeding industry is growing rapidly, and the current situation of oversupply affects the profitability of the feed industry and the breeding industry. Many powerful companies are eyeing the branded meat field, hoping to obtain a premium opportunity by selling differentiated meat. Therefore, "non-resistance meat" will surely become the next new selling point of marketing.
